Every operator is different, but the pricing structure is not. Three questions decide what you pay.
Which level of cover?
Core covers your ICASA obligations. Pro adds POPIA governance and FPB compliance for operators with broader exposure.
Do you need a licence?
Already licensed? Choose the standard package. Still need to apply to ICASA? Choose a Plus package and the full application is built in.
Are you a WAPA member?
Members receive reduced or waived onboarding. Not a member? Twelve months' WAPA membership is included free — a saving of R9,660.
Core or Pro
Both packages are fully managed — we do the work, you get the reporting. The difference is scope. Core keeps your ICASA licence in good standing. Pro extends that cover to data protection and content regulation.

Not sure which one fits? If your only regulatory relationship is with ICASA, Core is sufficient. If you process customer personal information at scale, appoint an Information Officer, or host or distribute content, Pro adds the cover you need. We will tell you honestly which applies at the discovery meeting — we would rather place you correctly than sell you a tier you do not need.

If you are operating without an ICASA licence, or you need an additional ECS or ECNS licence, our Plus packages build the full application into your onboarding fee — and give you your first three months of compliance management free.
Core Compliance Plus
Then R0 for three months, R2,500 / month thereafter
Full ICASA Class ECS and/or ECNS licence application — prepared, lodged and tracked through to grant — plus everything in Core Compliance.
Pro Compliance Plus
Then R0 for three months, R3,900 / month thereafter
The same licence application, plus the full Pro scope — POPIA governance, FPB compliance and extended reporting across all three regulators.
Why Plus costs less than it looks. A standalone ICASA licence application is R10,000. Bought separately with Core onboarding that is R16,500 — before any monthly fees. Core Compliance Plus is R15,000 and includes three months of management at no charge, a further R7,500 of value.

As an offer to the WAPA membership, WISPCOM waives or reduces onboarding across the range. Monthly fees remain exactly the same.

What operators usually ask
What does the onboarding fee actually cover?
Onboarding is the work that has to happen before ongoing management can begin: a full review of your licences and certificates, a gap analysis against your current obligations, a regulatory calendar built around your specific dates, and your first compliance report. It is charged once, at the start.
How do I know whether I need Core or Pro?
If your only regulatory relationship is with ICASA, Core is sufficient. If you process customer personal information at scale, appoint an Information Officer, or distribute or host content, Pro adds the POPIA and FPB cover you need. We will tell you honestly which one fits during the discovery meeting.
Am I locked into a contract?
Compliance is an ongoing obligation, so our agreements are month-to-month with a straightforward notice period. We keep clients by doing the work, not by locking them in.
Are ICASA fees included?
No. Statutory fees payable to ICASA — application fees, annual licence fees, ALF and USAF contributions — are paid directly by you to the regulator. We calculate them, prepare the submissions and tell you exactly what is due and when.
Can I move between packages later?
Yes. Operators frequently start on Core and move to Pro as they grow. You pay the difference in the monthly fee from the following billing cycle — there is no second onboarding fee.
What if my requirements do not fit a package?
Groups with multiple licensed entities, operators facing a remediation exercise, and unusual scopes are quoted case by case. Talk to us and we will scope it properly rather than force it into a package.
